Project Labor Agreements
ABC strongly opposes government-mandated project labor agreements on public construction projects. Anti-competitive project labor agreements (PLAs) are special interest schemes that end open, fair and competitive bidding on public works projects. Davis-Bacon Act/Prevailing Wage
ABC supports full repeal of the Davis-Bacon Act, as well as any state and local prevailing wage laws that mandate wage and benefit rates that do not reflect the current construction market. In the absence of full repeal, ABC also continues to support legislative and regulatory efforts designed to mitigate the Act’s negative effects. Legislation that embraces fair pay for both employer and employee is essential in the preservation of our free enterprise system. ABC supports laws that protect the employees rights to work regardless of race, color, creed, age, sex, national origin, membership or non-membership in a labor organization or other protected class.
Open and Fair Procurement
ABC supports the basic concept of free and open competition in the procurement process. No advantage should be provided to a contractor based on labor affiliation. ABC believes that in order to create the conditions for innovation and free enterprise, we must promote open competition, efficiency, fairness and equality in government contracting.
Right To Work
ABC supports the right of every American (or Marylander) to work for a living without being compelled to belong to a union. Compulsory unionism in any form—“union,” “closed,” or “agency” shop— violates the rights of the worker to make this choice. ABC supports Right to Work legislation every year in the Maryland General Assembly.
Education & Workplace Development
ABC is committed to continuously developing people to respond to the urgent need for skilled unskilled workers to fill the estimated 500,000 construction jobs that currently exist. ABC provides a variety of programs including apprenticeship, craft, safety and management training to meet the needs of the construction industry. ABC supports legislation and policies that allows workers to choose their career path and employers the freedom to choose the best way to train them so they can provide value on the construction projects that will rebuild America.
